Fully Remote (Other than initial equipment pick up & occasion site visit – potential once every two months).

Business Intelligence Background 

Responsibilities: 

  • To ensure effective systems are in place for the monitoring of the performance of commissioned services against agreed priority targets
  • To draw upon detailed understanding and experience of effective performance monitoring and reporting to ensure monitoring reports for the Board and all relevant Committees are produced in a timely and accurate manner.
  • To provide information to allow the Director of System Performance to provide regular corporate performance updates to the Committees and Boards within ICB.
  • To work with commissioning managers to help ensure effective performance management arrangements are in place for all contracts for service provision.
  • To support the annual planning process, including the completion of the performance trajectories required for the Strategic and Operational Plans
  • Support the Director of System Performance to evaluate and advise ICB and Executive Directors on the quality of performance management and recovery plans and the strength of organisational capability to achieved the desired outcomes.
  • To support the delivery of day to day activities and projects 
  • The Performance Manager is responsible for managing the performance function of ICB, working to the Senior Performance Manager
  • They will ensure there is oversight and effective reporting of performance against all core national standards and targets by all Providers commissioned by the ICB, as well as the ICB
  • The postholder will work with locality commissioning teams and the quality team to ensure that the ICB has appropriate actions underway to address performance concerns. 
  • The postholder will be the day to day link manager with the local area team, other ICBs, and provider performance lead managers on corporate performance issues.
  • The Performance Manager will work alongside the Analytics Manager and the Performance Analyst to ensure that ICB statutory returns are received, submitted, reviewed and analysed within appropriate timescales. They will also ensure that the team can provide deep dive performance and information analysis, working alongside the CSU Business Intelligence Team, as required.
  • The Performance Manager will work with the Senior Performance Manager and Deputy Director of System Performance to ensure performance issues are managed in line with the ICB performance management framework which enables supports ICBs in delivering national, regional and local health service priorities.
  • The Performance Manager will develop subject matter expertise in order to provide leadership and interpretation on performance issues to the ICB. The post holder will establish positive working relationships both within and external to the ICB, engaging, supporting and working alongside project and programme leads to ensure effective delivery of expected outcomes and benefits.
  • The postholder will also support the development of QIPP and reform plans as well as the strategic and operating plans for the ICBs.
  • The Performance Manager will line-manage the Performance Officer and take responsibility for setting objectives, ensuring deployment of time to meet goals, and leading personal review and development of the postholder.
